Alarm bells sound for Scotch as alcohol marketing review window remains open

A public consultation in Scotland is inviting views on proposals to restrict alcohol marketing in the country, a matter of interest not only to brand owners but also to the Scotch whisky distillers themselves.

A public consultation in Scotland is inviting views on proposals to restrict alcohol marketing in the country, a matter of interest not only to brand owners but also to the Scotch whisky distillers themselves.

Open for comment since mid-November, the paper is open for comment until 9 March. Any subsequent legislation would build on the country’s introduction of Minimum Unit Pricing for alcohol almost five years ago.

Among the questions put to consultees is: “Do you think we should prohibit alcohol marketing outdoors, including on vehicles, and in public spaces in Scotland?” Were this to be implemented, whisky distilleries are likely to become unable to promote their on-site retail outlets. One other area of concern is the proposal to prohibit the sale of alcohol-branded merchandise in Scotland, including clothing and glasses.

“Scotland has a deep, longstanding and troubled relationship with alcohol,” writes Maree Todd, Minister for Public Health, Women’s Health & Sport in the consultation’s foreword. “In 2020, Scots bought enough alcohol for everyone aged over 16 to drink 18 units of alcohol every week, 28% more than the UK Chief Medical Officers’ lower-risk guidelines of 14 units per week.

“By restricting alcohol marketing in Scotland, we hope to reduce the appeal of alcohol to our young people. It will also reduce the potential triggering effect that alcohol marketing can have on heavy drinkers and those in recovery or treatment.” Restricting alcohol marketing will also support our ambition to change our troubled relationship with alcohol.”
